PURPOSE
The main purpose
of the National Land Use Planning Commission is to have sustainable land
management systems and avoid land degradation, misuse, abusive use in
order to maintain and enhance land quality in Tanzania. This can only be
achieved through co-ordinated participation of all stakeholders in land
resources management at all levels such as national sectors(ministries,
non governmental organisations, companies),regions, districts and
villages. Henceforth, there is immense need of the Commission as a
central body to perform the roles of co-ordination, policy and law
formulation, build capacity of land use planning at local levels.
VISION
To promote
prudent and sustainable land use to conserve land natural resources in
order to alleviate poverty and eradicate environmental problems
afflicting populace.
The
Commission will be able to formulate and rationalise land use policies,
laws and regulations pertaining to land resources management in Tanzania
and social economic infrastructure development through:-

Co-ordinating
the activities of all bodies concerned with land resources
management, land use planning matters and serve as an
Inter-ministerial Committee to ensure consultation between various
ministries, private sectors and non governmental organisations takes
place(section 7.0 of National Land Policy 1995).

Preparing
a National Framework Land Use Plan for better Management of land
resources according to agro-ecological potentials and infrastructure
developments in the country. This is according to sections 7.2.0,
7.3.0, 7.4.0, 7.5.0, 7.6.0, 7.7.0, 7.8.0 and 7.9.0 of National Land
Policy 1995.

Monitoring
land degradation through land use changes country wide which may
ultimately lead to climatic changes and disaster occurrences such
as, drought, cyclone, floods, fires, desertification and hailstorms.
MISSION
-
To
develop guidelines for environmental and land resources policy, and
for land tenure systems development (for example for agrarian reform
or land ceilings or land consolidation schemes).

Establish
quality goals for sustainable land use types e.g. for different
developments such as agricultural production goals or for other
specific land uses in specific areas.

Establish
standards for integrated plans at lower planning levels (Regions,
districts and villages) and co-ordinating the planning and
implementation process amongst various line agencies, departments,
private sectors and others.

Develop
a national land use plan for protected areas to conserve biological
diversity and plans for other ecologically sensitive areas (at
National and Zonal Scale). Zonal plans cover more than one
administrative region. For example migration corridors from Selous
Game Reserve to Northern Regions and in the south to Mozambique.
This exercise can only be undertaken by a centrally established
institution which in this case is the Land Use Planning Commission.

Develop
institutional and organise governmental structures to support rural
land use planning at lower levels (Regions, districts and villages).
The existing administrative set ups lack capacity for preparation
and implementation of land use plans. The Commission normally
provides guidelines for forming appropriate teams for land use
planning.

To
build capacity for regional, district and village land use planning
teams to adopt new planning concepts such as participatory land use
planning which suits the democratic systems.

Classify
broad zones of preferential development for specific land use
types/systems as national or zonal land use plans or master plans.

To
develop a comprehensive rural land use planning law which does not
exist at present as the existing Town and Country Planning Ordinance
Cap 378 focuses on town planning only. The rural land use planning
law will provide procedures of rural land management, empowering
lower planning levels to prepare and implement plans, mandates of
various agencies on rural land use planning, change of uses from one
land use to another (agriculture to wildlife, catchment area to
forestry, open land to resettlement areas and so on).
